William Ernest Etim-Bassey is a public servant, scholar and seasoned executive who has earned a strong reputation as a top-tier opinion former, trusted adviser and a thought leader who has greatly contributed to key policy decisions on democratic governance, public administration, elections management, peacekeeping, state and international security and public safety with a focus on strengthening democratic transitions while preventing and countering violent extremism. 

With well over 20yrs experience in the public and private sectors in Africa and North America, William attended Escola American de Brasilia (EAB) for his primary education, the British School of Brussels (BSB) for his middle and upper school, and Federal Government College, Jos, where he obtained his Senior Secondary School (SSS) leaving certification. With an M.A in International Security from the University of Reading, U.K., as well as a Masters in International law & diplomacy from the University of Lagos, Nigeria and a Bachelor in History from the University of Ibadan, Nigeria, William is respected for his strong leadership skills, unique perspective on issues, his balance of contrarian thinking with measured judgment alongside an ability to simplify and transform random concepts into applicable policy and strategy, which has led to his being singled out as an emerging leader from West Africa.

Williams’s professional experiences include working in several strategic positions with the Government of Cross River State over the last decade as Executive Secretary of the State Security Trust Fund, and Deputy State Security Adviser until October 2018, when he left to work as an SA and member of the Research & Strategy Committees in the Presidential Campaign Council of the People’s Democratic Party of Nigeria (PDP) for the 2019 general elections. Acknowledged for his thought-provoking and innovative ideas promoted through published analytical contributions on geopolitics and security in Nigeria and globally.

He is an amateur historian and an avid cook with a minor interest in venture capitalism, golfing and Shotokan Karate. A polyglot with impressive cultural immersion skills, William is a leader in the University of Readings “Thrive Mentorship” program where he has mentored undergraduate students over the last 7yrs. He is currently Director of Business Development with Neostrategy Consulting Ltd.
